Permissioned workflows

I have created a simple workflow and I want to assign each stage in the workflow to a user. I.e. someone in the team creates an issue, their manager gets a notification that an issue has been logged and get a notification to review. After the review and the manager has checked the form it goes to the next level of the workflow and the Senior PM gets a notification, they then check the form and approve it. I want the form to follow the workflow automatically when the current stage is completed.

Assignee's go with the issue, not stage in workflow. If you want you can create a user picker field labeled with each stage and then copy the value to the assignee field in a post function when the issue transitions.
