What are the minimum permission types needed to be able to migrate a project from one JIRA instance to another JIRA instance?

There is no built in process to migrate projects. As @Sachin said you need to be a JIRA administrator to backup and restore the data to another server. However, when you restore the data EVERYTHING will be overwritten be importing the backup. Because of the way JIRA is built you can't just move projects to different instances. There is a paid for plugin, I think it is called Project Manager, that does allow you to move projects.

You need a JIRA System Administrators permission to get  Jira XML backup which you will be using to migrate your data from one server to another.
