Permanently Disable Jira Helpdesk

I tried Jira Helpdesk and at the moment do not want to use it. I don't like it how changed reporting issues. I've disabled the plugin several times now and it keeps because enabled automatically. How can I prevent the Helpdesk option from showing up?

Can you not go to the jira home directory and delete the plugin from there? As u want to permanently remove it , makes sense to delete the plugin and restart jira
