The KB article didn't specify server or cloud, but I think you are correct. I would think this should be possible via the rest API.

Im not marking this as resolved due to an issue Im having with SCM plugin. In the SCM Changesets plugin I am unable to change the settings under "Configure SCM Changesets Issue Panels". Unless Im doing something wrong, this seems to be a bug with either Jira or the plugin... trying to get it resolved.
