The grey "To Do" is the status. The ✅ Done is the Resolution. The reason you have a mismatch here is that at one point the issue resolution was set likely when the issue itself was transition to done and then reopened. You need to be sure that your workflow is clearing the resolution anytime an issue is reopened. This is done by editing the workflow and inspecting the transitions out of the Done status.

You may also have had an inexperienced administrator add the resolution field to the create or edit screen for the issue type - this will result in issues being resolved on create or edit.
