A particular user is not able to tag/assign to any other user nor others able to tag/assign that user.
The permissions are clear, and tagged to all the relevant groups that he is supposed to be tagged.

Welcome to the Atlassian community.
A user must have the Assign Issue permission for the project to be able to set the Assignee of an issue.
A user must have the Assignable User permission for the project to be able to be set as the Assignee of an issue.
A user must also have the Global Permission for "Browse Users and Groups" to be able to see lists of users in User Picker fields (like Assignee) and to be able to use the "@" mention functionality to "tag" other users in issues.
The particular user is added to a group called "users". People Whoever is in this group are able to tag, get issue assigned etc., except this one particular user.
No changes in schema or user-level permissions. Because this one user cannot have an issue with the whole user group

Can you show us a screen image of the Permissions for the project, showing that the "users" group has the required permissions?
Can you show us a screen image of the Global Permissions showing that the group has the required permissions there?
Can you show us a screen image of the user account showing us that the user is a member of that group?
Can you show us a screen image of what occurs when somebody tries to select that user in the Assignee field?
Is this for a Software project, a Service project, or a Work Management project? What role is assigned to the user for the project?

Vikas Singh is the user, and he is mapped to the users table, and in the users table, there are around 500+ users. Only this user is facing issues

None of these screen images are of the Permissions Scheme for the project, showing the groups granted the Assignable User permission, nor the Global Permissions showing the groups that have the "Browse users and groups" permission.

Found the issue, this user was not part of one more group(Developers). The issue is solved now, Thanks @Trudy Claspill

Please check both user permission for project as well as project permission scheme, the issue must be in one of them, there is no other reason that user would not be able to work on the issues.

Hi,
We are using "Data center". This occurs for 2 users. He is part of listed groups.
Both users able to tag other users in Chrome browser and not using FireFox in my machine, and not able to tag anyone in their machines using both browsers. All three both has same version of Chrome.
I have the user added under "Assignable User", "Assign Issues" & "Browse Users" under "Global permission" section.
Since this issues related to the same issue, I replied here. Any help is appreciated.
