I want to ask, since yesterday I couldn't access my project link. After I entered https://support.atlassian.com/contact/#/ there was a statement that my cloud site had expired. Is it because of a payment issue or what?

Site expired would indeed mean that.
If you are on a paid plan then your renewal was not done (or not in time). And you should raise a ticket with Atlassian through https://support.atlassian.com/contact
if you are on a free plan, you need to log in at least once every month (I believe) or your site is suspended and then expired. You should however get some emails about that before it happens.
