I am trying to figure out if there is an app that would work with Outlook so that if an email is sent to a specific account it would automatically create a Jira ticket. Is this something that already exists?
Yes, you can. Jira Cloud for Outlook lets you create issues straight from your inbox, and if you need it more automated, you can set up a mail handler or use Jira automation rules. Some marketplace apps like Email This Issue can also help if you want extra flexibility.

You can use the existing functionality of Jira, ie the Mail Handler for Jira avaiilable in Administration --> System --> Incoming Mail
Step 1: Create a Mail server with the relevant details, we suggest to use a service account with a mailbox for the same, make sure the service account is creation in done in Oauth
Step2: Create a mail handler and configure the mailhandler to create the ticket in the project, add sender as reporter and mailbody as descriprtion and mail subaject as summary and there are mutltiple configurations for the same.
Once these steps are completed you can use your mail handler.

The quick answer is yes. And the longer answer is there is a variety of ways to make it happen. One is to use an app from the Atlassian Marketplace like the one by Yasoon. But Jira also has the ability built-in that you can configure. Here is the guidance for that:
