One user cannot pass through the status

Hey, I have a problem. One of my users in Jira, can't go through a status. We are getting a response like in the attachment.

After checking the access rights for ticket changes, the user has rights to everything. The problem only appears for one user.

Do you have any ideas on how to approach this?
