What is best method to selevtively port Ondemand Jira projets to another Ondemand account?

It is currently not possible to perform project imports into OnDemand instances, only full site imports work. A feature request for single project imports can be found here. In case you want to perform project imports for an OnDemand instance, you will first have to perform this in a local installation of JIRA, before exporting the full site back to the OnDemand instance.
