OKTA Sync

I have a group in Jira Service desk which gets sync with OKTA via LDAP directory. 

Now , I am trying  to achieve  SSO with OKTA to login JSD. For this I have created a another group in OKTA and created another LDAP directory for it for my newly created group on JSD to get sync with OKTA. The users in both the groups (old and new) are same in OKTA but I can't see the same number of users in both the directories. The order in which I have kept the LDAP directory is not allowing me to sync both groups with OKTA . The ldap directory which is up in the order is taking precedence and the group associated with that directory gets sync with OKTA where as the other group loses the sync and shows wrong number of users.

I understand that I have other ways to achieve SSO but I have many other things in place which can be messed. So, I will be removing the the old group once everything is in place.
