Number of users account

We only have 9 accounts and we couldn't add one more.
How to make ?

Is your license only allowed to create maximum 9 users?

The license is free, but does not allow adding 10 users as described.
We have eight users and I can't add more to the group.

@Rogério Tomassoni there are hidden users used to connect between Confluence and Jira Service Desk to allow JSD to use Confluence as Knowledge base

So i suspect that is the main reason

Can you double check all users in Admin to see?

Another option, can you try to remove those application links to Jira / Jira Service Desk to see if it allows you to create users?

Now I managed to create the user.
Failed to put in group.
