Let's suppose that the workflow is:
To Do <-> In Progress <-> Closed
It is possible to set a rule, to limit the number of "In progress" cases assigned to one person?
The idea is: once someone set a ticket to "In progress", all other tickets where this person is assignee and status = In progress are automatically set to "To Do"
This will limit the number of "in progress" tickets per person to 1.

Implementing a rule like this one, we are able to log work automatically. (total Time time in "in Progress" status).
