Not able to see any user when try to add user to Team managed project.

With jira software user permission, I am able to create Team Managed project.

However, problem encountered during Access settings.

Problem remains even though Jira Administration permission has been granted later on.

And clicking on the "Add teammate to Jira will redirect to below screen

Please check if you have global permission "Browse users and groups". (System->Global Permissions)
