That message will - most likely - be 100% accurate. First step to get this resolved is reach out to the admin or the person who invited you to that Jira site and have them set up proper access for you.

Looks like the user is not invited to the site or has not been given product access to jira.
The org admin of the site should be able to do this
As an organization admin, you can grant app access to users by:
assigning an app role when you invite a user to your organization
adding one or more users to a group
