Not able to create issue in jira remotely(via URL)

I am passing all the parameters in a URL to create a issue in jira remotely via URL the below is the URL which iam passing,

https://ce-platform.atlassian.net/secure/CreateIssueDetails!init.jspa?pid=15195&issuetype=3&summary=Test&description=Test 

But nothing is happening when i hit a enter every mandatory fields gets populated correctly but ticket is not getting created. Can somebody help me on this.

I don't think issue will be created using this method. What is your use case? It seems like you want to create an issue from an external system, the best way would be to do it using Jira REST API.

I am using blue prism for automation i just need to create Jira ticket from blue prism there i am passing this URL to create ticket but it's not happening could you please ping me the link where I can download Jira rest API or suggest me some other way to achieve this.
