Just get 'You need permission'. Request access from your administrator.
Please help, i'm unable to add a new member of staff. There is currently only 2 people on and neither has permission, so therefore nobody can add anyone!

Form the description given , it is clear that you don't access to add/edit user management. Please try below steps to check whether you have org admin or not.
1. Open Incognitive browser
2. Login to Atlassian account here -> https://id.atlassian.com/
3. Now access your Atlassian Admin portal --> https://admin.atlassian.com/
4. If you have multiple organizations, please choose the right one which you are facing Issue.
5. If you are not able to login admin portal at step3, it means you don't have org admin. Please reach out to org admin.
6. If you can successfully login to admin portal, go to Directory and access users where you can grant access to users based on site and product.

Many thanks for your reply. I don't have the complete understanding of the privilege levels, but i believed i was org admin or which level is the highest.
Number 5 is the issue, i don't think there is a org admin.
