Non-Admin Users importing a CSV file

Can a non-admin user import jira issues (Issues > Import Issues From CSV) to a status other than the first status of the project's workflow?

No, for non-admin users, its just a bulk creation of new issues from csv.
Only an admin user can have control over the mapping for fields like status while doing an import, it can be create or updating existing issues.
