Hi,
We just got a "No users left" warning in our account. However, we only have 3 active users in the account directory. We do have 3 additional deactivated users which we would happily delete. The total is still only 6 users though. This seems like a bug, but as the free product doesn't allow us to raise bugs, I'm turning to the community in case someone from Atlassian sees this and files the bug :-)
