No permission even though I checked as Admin role

Although I have been granted admin rights, when I want to create a ticket or modify the status of the ticket, it cannot.

Administration rights give you access to administration, they don't give you access to project or issue functions.

You'll need to look at the permission scheme for the project, and get yourself added to the groups and/or roles that grant permission for you to create issues in the project (and probably other functions like edit and transition)
