New account to Jira
As far as I know all user are getting status mails from Jira, e.g. status change.
One new account gets no mail, even no test mails from system settings.
Personal profile is correct and allows receiving of mails.
He gets mails from outside to his mail account; no mails in spam folder.
Does someone has an idea?

I since you've check all possible causes, I would raise a request to the atlassian support: https://support.atlassian.com/contact/
The account was blacklisted. The support has removed this and now he gets mails.
