No longer have Boards or Create menus at top of screen after upgrade to 8.17.1

My company recently upgraded our version 6 Jira software to 8.17.1.  We disabled all our user-installed apps/plug-ins, but all System apps/plug-ins appear to have installed and are up and running.  On Jira screens in the top menu bar we have only these options:  Dashboards, Projects, Issues.  We do not have the options and menus for Boards or Create.  How do I get these to display?

I believe this may be because we upgraded but our license is still listed as expired as of May 2017 - we upgraded, but see the message "Your access to Atlassian Support and new releases for Jira Software has expired."  Would this explain the loss of these two menus?

And can anyone tell me the specific system plugin name that controls viewing of these menus (if there is one)?

Hi @kdickason , I think the upgrade from 6 to 8 can be very difficult. Did you check log files? Are there  any exceptions?

We did interim upgrades along the way.  We disabled all user-installed plugins, but all system plugins, including Jira-Agile are up and running.  This is so frustrating.  Note that Boards was not available in our 6.x version, so that is a new menu.  But we had the Create menu before starting the upgrade and that is gone!

And what about the log files? There should be something.

I can see in your other answer, that licence for your instance is not valid. You should definitelly solve this as first. You can't upgrade without valid maintenance licence.

Okay, I am on a 30 day trial now and we are at version 8.17.1. None of my users, regardless of permissions can see a Create button.  We have Dashboards, Projects, Issues, Boards, Plans, but no ability to Create an issue.   Nothing in logs indicating a problem.  Am I not seeing something?  There should be a Create button to create issues, right??  Is there a specific log file I should be checking that maybe I am not?  There seems to be no errors or functional issues, just a missing button. I'd swear it was permissions, but I have triple checked that I have the ability to Create issues.
