It sounds like you're using another company's Jira or Jira Service Management instance, rather than you being the Admin of an instance - is that correct? I'm basing this on your comment about not being able to create an account for yourself.
If yes, I would contact the company directly for assistance - their Administration Team should be able to assist.
If you are the Admin and one of your customers cannot receive notifications - let us know so we can assist with alternative recommendations :)

You should check your customers access to ensure that anyone can create an account or that the user sending the email is a customer on the project https://support.atlassian.com/jira-service-management-cloud/docs/change-global-customer-permissions/
