No Top Navigation when starting atlas-run localhost:2990/jira

Hi,

I am new to Jira Plugin development, so I set up the SDK. When I am starting the Jira server, there is no top navigation (see attached screen). On every screen ( dashboard / issue /...)

Have I missed Installing something / configuring something?

I am working on this tutorial: https://developer.atlassian.com/server/framework/atlassian-sdk/modify-the-plugin/
