No Software project available

Jira v9.12.14 works, but does not allow to create Software project. Only Business category is available.

When I go the Administration->Applications, it shows that "Jira Software is licensed but not currently installed".

On your Applications page under Administration settings

...do you see Jira Software listed?

No, I don't, only Jira Core is listed. Also, it constantly blinks between current state and next state:

Software projects will be available only if you have the Jira Software product installed. If you want to use those types of project you will have to install the Jira Software product.

Jira Core includes only Business category projects.

Jira Software is installed, but it's state flickers for some reason. If I press Install, nothing happens.

Because of the variety of possible causes and some recommended solutions being to directly update the database, which is always risky, I recommend that you open a support ticket directly with Atlassian to get help fully debugging and resolving your issue.
