New projects not showing up on create issue screen

Anytime I create a new project (even when I give it the same default permissions, workflow, and screen schemes of other projects) it doesn't show on the create issue screen. Even when I go to move an issue, the new project will not show in the drop down of available projects. It's as if new projects can't accept any issues. Any ideas?

I am guessing you do not have Create permission in the project. Can you look at the permission scheme again?

Yes. I didn't realize that Issue Creators rights didn't transfer as part of the Default Permission Scheme and had to be assigned on a project-by-project basis. Going to Users/Project Roles let me add myself as an Issue Creator to the new project.
