New issue creation screen lacks description editor toolbar
I wanted to submit a bug report for this under JRACLOUD but apparently, I can't create issues there.
The new issue creation screen lacks a toolbar for the description field's editor, which makes formatting (apart from what you may do with keyboard shortcuts) impossible:
Thus, you need to create the WI, then edit it, to be able to format it.

You could select the text or use /slash to get formatting options or see additional actions (e.g., adding a file and such)
I've gone through the official announcement when this feature was rolling out and I can see a lot of people pointing this out in the comments > to actually have a fixed toolbar at the top or somewhere.
And on top of what John shared, you can use this "Feedback" button at the bottom of the new create panel to share feedback for this feature particularly.
I also prefer using the fixed toolbar in Confluence (instead of the floating one), so I hope they'll add an option to pin/unpin it in the modal. 🤞
