New JIRA View -> "Admin" Remaining time

Trying to have the view where a user can see the estimate & remaining from the issue detail view from the backlog (see image A).
Additionally, does anyone know if there is a way to grant the "admin" button to the project admin as well- right now only a few people have it (Image B).
