I'm also getting this same issue. I'm an admin and a default jira-users member for our cloud version. I've tried:
- opening the browser in incognito with the same results
- used multiple browsers with the same results
- added myself to various groups
- added our site to the exception for cookies
I'm out of ideas. Do you have any other suggestions?

I've checked new cases related to this issue and it's also related to browsers and also there are no new bugs related to the Apps' page.
Are you the only admin facing this issue?
As you already tested in different browsers and added yourself to groups, if it's not too much to ask, would it be possible to test on another computer?
Also, while testing on your computer, please open the developer tools on the browser to check if it shows any other error.
