Nested panels not working with wiki renderer in Jira

I am trying to create a nested panels structure inside the JIRA field configured with Wiki renderer. I expect nested panels to correctly show hierarchy of the text - just as it works in Confluence. However, the result of the construction below is not what I'd expect - see attached screenshot 

Essentially, Level2 panel does not extend beyond its title

Level 2 Content
{panel}

Level 1 Content

{panel}

 

Is this a known limitation? If yes, are there any other recommended approaches to support the hierarchical structure of the content (other than bullet or numbered lists)

I am afraid JIRA does not support panels nesting and there are no other ways for hierarchical structure apart mentioned by you.

It's always good idea to check the help that is presented whenever you add/edit a text via the wiki tenderer:
