Need to restrict Epic to be created by specific role in Next gen project

I need to restrict epic creation for only admin or leads. 

Also we need bug to be closed by particular role/user again.

Is there any way to do it. All this to be done in next gen project. In fact I am ready to move it to classic project if above is possible.

I am pretty sure that you can only control whether someone can create issues on not, but you cannot limit creation by issue type specifically.

In looking through the documentation I have not found any way to tailor issue creation (on a next generation project) to that level.
