I just created a new issue type called Release and workflow that I want to be used in 3 projects. The workflow is specific to Release and no other issue types within the project. I've been trying to figure it out for a couple days now, but for some reason I can't assign the workflow to be applied to Release without applying the workflow to all the other issue types in that project. Currently, whenever I create an issue with the Release type, it uses the default workflow of the project. Is there any way to override this?

Are you working with a Company Managed project or a Team Managed project? I'm going to assume you're working with a Company Managed project for my answer.
If you have created the workflow you want for the Release issue type through Jira Settings > Issues > Workflows, then the next step is to create (or modify) a workflow scheme to include that workflow and the "default" workflow. It is in the Workflow Scheme that you associate workflows to specific issue types. Therein you specify a workflow that is used by default for all "unassigned" issue types, and then you specify the special workflows associated with specific issue types. Lastly, that workflow scheme has to be associated to the Projects where you want that to take effect.
So I have the issue type, issue type scheme, workflow, workflow scheme, screen, screen scheme and issue type screen scheme all set up properly. When I go into the project settings, I can see what the problem is in that the new issue type is defaulting to the project's issue type scheme. Is it possible for a single project to have multiple issue type schemes?

No, a project can have only one issue type scheme assigned to it.
