I have a personal Jira cloud account and am about to end my employment. I need instructions for closing my JIRA account and deleting all of my data, including tasks nd comments.

People use the term "account" to mean different things related to Atlassian.
Each user has an Atlassian Cloud User Account. This is the entity that contains you personal information like your name, email address, etc. To delete that account follow the instructions here:

Other people refer to their Jira product as being in their "account" and by that they mean the Organization and Site where the Jira product exists.
To which are you referring when you say "account"?
Deleting your User Account will not delete any of the content you have created in Jira. That content will exist after your User Account is deleted. Where your name showed as the creator of the content Jira will instead say "Former user".
Some of your profile information may still exist in third party vendor app data, as mentioned in the document I linked above.
Removal of content in Jira is the purview of the owner/administrators of that Jira product. Purging content created by you would be a separate effort from deleting your user account.

Do you want to delete a single project within Jira or do you want to delete Jira entirely and all its contents?
If you want to ultimately remove the entire Jira product and all the issue data within it you will need to cancel your subscription. Refer to this document:

Do you have any other Atlassian Cloud products in the same site, such as Confluence?
Note that there are some time delays in submitting your request for Cancellation, when the cancellation takes effect, and how long after that the data is actually permanently deleted.
Cancellations take effect when your next Billing date occurs. Between when you submit the cancellation and that date you still have the opportunity to restore your subscription.
After the Billing date your product is deactivated. Then there is a grace period where it is still possible for you to get the product and data back before it is permanently deleted.
And then finally the data is permanently deleted.
If you have other products to which you subscribe, like Confluence, under the same site, then the site itself remains. You have to cancel subscriptions for all products in order to remove the site.
If you also want to remove the Organization under which the site exists, there may be additional steps for you to take. Refer to

If you want to more immediately delete the content of Jira, you can use the Delete Issue function to permanently and immediately delete issues including all the data, comments, and attachments associated with them. That is a permanent and immediate deletion of the data. It can only be recovered if you had taken a backup of it.
Or you can delete an entire project. For projects there is an option to move the project to the Trash, where it will be held for 60 days to allow you to recover it.. If you want to fully delete it immediately you need to go to the Trash and delete it from there. Refer to

And then, finally, you Atlassian User Account is a separate item to delete, if you want to also do that.

If you refer to your Jira cloud account for your employer, you should contact an admin who should be able to help with the offboarding process.

I think that I have located the instructions for deleting my account, but want to make certain that all of the JIRA stories and comments that I created will be deleted, in addition to any personal data.
