Do you have installed some add-ons on Jira, like JSU, JMWE of Scriptrunner?

With one of this add-ons it is possible to put a field-required validator on a workflow transition.

I dont know whether this addons are available. but i know script runner exist

I think this validator is available in cloud and not in server
