When creating an JIRA issue, I am getting an error "JIRA Server was contacted but has returned error, unsure of result of operation" 

Please help

That often happens when there are network issues, but the main thing you need to do is read the application log file to see if there were errors in there.  Should be  <JIRA home>/logs/atlassian-jira.log
