Are all members of this site experiencing/seeing the same thing? (by the looks of it, probably)
If you're an org admin for this site, can you try navigating to https://admin.atlassian.com/ > Insights > System health and also check Billing to see the status for your Jira app 👈
Note that all sites do have a maintenance window (as per official policies), so it might just be that you're seeing this at the moment.
This error generally goes away relatively soon. But if you're still stuck after half a day or so, do ping me or someone else here, and I'll try to reach out to the forum support team for them to take another look.
Additionally, if you suspect this might be a wider outage, you can monitor Jira cloud status here: https://jira-software.status.atlassian.com/

From my Experience, give it from 15 min to 1h
Sometimes it means nothing, sometimes a bigger outage.
