My primary email address was deactivated by Google. It's the email I used to log into my project. How can I recover my project? It should even be disable now, since I haven't had access to it for a while.

Thank you for sharing the details. I checked the site and can see the site is currently deactivated and scheduled for deletion on 16th April 2026, which means you have time till 16th April 2026 to activate the site
That said, I understand you do not have access to the primary Gmail account associated with this site. Just to clarify, are you able to access that mailbox from any other source?
I will be creating a support ticket for the relevant team to investigate this further. They may be able to update the associated email address to a new one based on your requirements for this site and reactivate it. However, please note that all communication regarding the support ticket will be sent to the currently affected email address.

I have no full access to my email. I tried to unlink the link from my Google login to use email and password, but even though I have a phone number for verification, JIRA only sends recovery emails, which I don't have access to.

Can you get your Google email address reactivated/recreated? That would be the first thing I recommend you try.
When was the last time you accessed your Jira data? Did anybody else have access to it? If so, when was the last time any user accessed your Jira Data?
If it has been an extended period of time, then your subscription may indeed have been deactivated and the data may have been permanently deleted and now be unrecoverable. To get an authoritative answer you would need to contact Atlassian, which you can do through their Billing, Licensing, Pricing Support page here:
