My JIRA incoming mail handler is able to add comments to exiting issue but not able to create a new Jira issue.
I'm ensuring that no existing issue ID in email subject to trigger new issue creation but it fails.

What is the configuration of the email handler?
What is the Type of the Space in which the issue should be created?
Does the sender of the email have permission to create issues in the destination Space?

If commenting on existing issues works, then the incoming mail setup is basically alive. For new issue creation, I would first check whether the sender is a known Jira user or whether a valid Default Reporter is configured. If not, Jira can reject the creation even though the same mailbox works for comments. Also make sure that reporter can actually create issues in the target project. Thats important.
