We are currently using Jira 9.4.0 and are interested in migrating to Jira Cloud. Given our status as a non-profit organization, we would like to inquire about the possibility of receiving a free upgrade to Jira Cloud. This upgrade would greatly enhance our ability to manage projects and collaborate effectively, ultimately benefiting our members and the broader community we serve.

to add on what Trudy and Mikael already said. There's also a support program for nonprofits named Ask an Atlassian where you can signup for a video conference to chat with an Atlassian team member.
In addition, there's the Atlassian Solution Grants program. These might be able to help you with your migration.

No, it is all handled via JSM. The only chat available is if you contact Support and phone support is only available if you are on an Enterprise plan.

While I'd love to believe that this is true, it is not afaik. Nonprofits can get a 75% discount on Atlassian Cloud products (see this page). For Atlassian DC products, they indeed can get even unlimited licenses for free.
Since @Daryl Craig is asking for free options - do you also have special offers as a solution partner towards nonprofits?

When you say "free upgrade" do you mean you want somebody to handle the actual work of migrating your data to Jira Cloud for free, or do you mean you want to use the Cloud products for free?
If you are interested in "free" use of the cloud products, there is a free subscription for Jira Cloud but you are limited to 10 users or less, and some functionality is not available.
