However, I have a question along the same lines, but this time how to move more than 100 cards to the new Project. Is there a way to perform a bulk move via Epics or Stories or even at the Card level?

Yes, you can move issue in bulk, if you have been granted the Bulk Changes permission.
Use the Advanced Issue Search screen to formulate the filter to retrieve the issue you want to move. These will all need to be moving to the same destination project.
After getting the list of issues, click the ... button in the upper right corner and select Bulk Change.
On the next screen checkmark all the issues you want to move and click Next.
On the next screen select Move Issues and click Next.
The wizard for Bulk Change will continue, guiding you through making selections to accomplish the bulk move.
You may want to try moving just one or two issues in this way first, to get some experience with it.
Before moving issues consider the following:
- Are the source and destination projects the same type of project? Service, Software, or Work Management, and Team or Company Managed?
- Do the source and destination projects use the same issue types, workflows, screens, and fields?
- For custom fields, have Contexts been defined? If so, do the projects use the same contexts?

I am Project Administrator for the new/destination project, but do I have to have certain permissions on the existing/source project? Currently, I am just a basic user on an existing/source project.

Yes, you have to have the Move Issue permission within the source project.
