I am not certain I understand your request here. Atlassian Cloud REST APIs already support the use of OAuth 2.0 for many endpoints there. But if this is not specific to REST API integrations, then please explain which aspect you are looking for in regards to authentication here.
You can see for example that there are several requests in relation to OAuth in the JRACLOUD project as seen in this search. If we can better understand your particular request here, then perhaps I can point you to a specific ticket were we are tracking such feature implementation within Atlassian Cloud.
