Missing user references in Card Colors keep reappearing after deletion

During Jira Integrity Check, I see errors showing that several Agile Board Card Colors refer to missing users. I remove the users from the board Card Colors configuration, but after some time the references appear again.
Has anyone seen this behavior before? What is the correct way to permanently remove these missing user references and prevent Jira from recreating them?
