Missing user in JIRA

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I've added a new user through the "User Management" function, and granted them access to JIRA. However, when I open a new issue in JIRA, they don't appear in the "Assign to.." dropdown, and I can't find their name/email/username.

This ended up requiring the user to log out and log back in, and then they had access. <shrug>

The user should have "Assignable User" project permission in the project. See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
