On our old Jira, we were able to create a task/thread under a section. But this option is not visible on the new one.

This looks like your "create thread" option is being provided by an app - Jira doesn't have a thread function natively. Maybe your new Jira does not have the app installed?

But at a guess, it's probably one of the thread apps Might be best to ask your admins what they have installed that might be doing it.

It's a team managed project. First one was created a a software project but this one is a core.

Can you provide a complete image of the entire screen?
Was the old Jira accessed through a different URL? Or is that a different project on the same Jira system?
Are these from Company Managed or Team Managed projects? That will be shown at the bottom left in the navigation pane. Example:

Are both the "old" and "new" projects Team Managed?
Are these projects on the same Jira instance?
What screen are you viewing when you see the option? Can you provide a full screen image for both old and new? Black out confidential information.
It appears that you may be looking at the Board view for your projects. In my Jira Cloud instance, for Team Managed projects, the Board view for both Software and Core (Business/Work Management) projects include an option at the bottom of the first Column to "+ Create Issue". If you are looking at the Board view of Team Managed Jira Software and Core projects and you don't see that option, then my next question would be to ask you to confirm that you have permission to create issues in that project.
