I'm the org + site admin of my Jira Software Cloud instance, and the Bulk Edit option is not appearing for me when I search.
I have confirmed that users and admins have the "Make Bulk Changes" permission under "Global Permissions"
Question: Is there another place I need to enable this that I missed?

I checked the group membership on admin.atlassian.com. The issue was I was *not* a member of administrators or jira-software-users. I was only a member of site-admins. I added myself to administrators and jira-administrators and bulk editing now appears in search queries as expected.
