Is there reliable way to migrate the project to a Jira Cloud instance, which has already other existing projects?
There is no FogBugz migration tool for Jira Cloud.
There is an option to migrate to Jira Server, backup it and restore on Jira Cloud, but it will erase all data. I migrated the project to Jira Server, restored it on the test instance of Jira Cloud, but I cannot find a way to move this one project to destination Jira Cloud instance.
There is an option to restore a project from backup (with some manual work) but only restore it on Jira Server (if I understood correct).
Plugins "Project Configurator", "Configuration Manager", "J2J Issue Sync" are available for Jira Server (if I understood correct).
I performed this with using local Jira Server, export from it to csv files and import from csv files to Jira Cloud via "Jira Settings/System/IMPORT/External System Import".
Each csv file had to be max 3000 rows (due to timeout constrain).
To support transforming child-issues to subtasks - I had to make a simple app to populate an additional column "Parent Id" with parent "Issue Key" (using "Hierarchy" link, suggested in FogBugz importer plugin), change "Issue Type" for these issues to "Sub-task" and map "Issue Key" and "Parent ID" (with ticked checkboxes to set values) during import.

I am glad you had figured this out. Importing and exporting data from Cloud is quite a challenge.
We have developed a version of Configuration Manager for JIRA Cloud which is still not on the marketplace but our services team is using it very successfully in cases like yours.

Thank you for your question.
I can confirm that you are correct and that Project Configurator will only migrate between Jira Server instances.
This means if you wanted to use Project Configurator to migrate to Jira Cloud you would need, two server instances where you restore the FogBugz into the first instance and then take an export of it with Project Configurator.
You would then restore a backup of the cloud instance into the second server instance and then import in the FogBugz project exported by Project Configurator.
Finally, once the FogBugz project is in the second cloud instance you would then take a backup of the whole instance and restore this into the Cloud instance to overwrite it with the new backup including the FogBugz project.
This approach would require some downtime and an outage period to your cloud instance so that users do not lose any data during the migration.
I understand this a slightly complex process but is the only way to achieve your requirements if you wish to use Project Configurator.
I would advise testing this process thoroughly using a staging cloud instance if you wish to follow this process.
I am unable to say if there is a way to import directly into Jira Cloud as I have not tried this myself.

Thank you for the promt and elaborated respond. I performed this workflow (with standard import-export Jira features, using one-prokject instances) and the last step (if I understood your description correct) is a challenge - restoring the backup removes all data from the destination Jira Cloud instance. We need projects, already existing on it - remain.

In this case you will not be able to use Project Configurator to achieve your requirements and you should contact Atlassian to ask if there is another process that they can advise you to follow or you should wait and see if any other members can provide a different process to follow here.
