Migration from jira server 7.10 to the latest

I have some questions:

1. Will we need new licensing? 

2. How can I verify if our add-on's / plugin's will survive the migration?

3. Where can I see step by step documentation for such a migration?

For the plugins, update the Atlassian UPM to the latest version & then check the compatibility with your target version.

no, You can use the same license until it expires. 

2. How can i verify if our add-on's / plugin's will survive the migration?

Most of the plugins shows the versions they are supported in the vendor documentations

3. Where can I see step by step documentation for such a migration?
