Migrating old Jira server to newly updated JIRA server

I'm migrating our jira 7.4.2 from a Win Server 2012 box to a Win Server 2016 box. I want to install the latest version of Jira 7.11.1 on the 2016 server and then migrate the settings. Can I do that? 

The current DB is on a separate server running SQL Server 2008 R2. I'm planning to copy and migrate the DB onto a SQL Server 2016 box.

 

After JIRA has been moved, I'll be installing Confluence on the new Win Sever 2016 box. 

 

Can this be performed?
