Migrating from server to cloud - post-migration configurations

We're planning to perform a pilot migration from JIRA server to our actual JIRA cloud site. After which we'll make the permissions / any other config changes to validate our post-migration checklist. 

When we perform the actual migration, can we overwrite the existing data (ie. tickets, attachments) while retaining the settings we pre-configured?

If you mean by settings Jira configuration like workflows, system settings, fields schemes and so so, then you will always erase these settings while installing a new backup.
