Migrating from hosted 7.3.3 to Cloud fails

Error: [GenericDelegator.makeValue] could not find entity for entityName: ClusterUpgradeState

Business is moving from hosted 7.3.3 to Cloud. 
Migration process is backup 7.3.3 and restore the cloud instance with the backup file. I believe that with our 7.3.3 having plug-ins that the Cloud doesn't, it has extra fields in the xml that is causing the error for an extra entity.

Our 7.3.3 (hosted server) add-ons are:
- Atlassian JIRA - Plugins - Instance Health Plugin
- Atlassian Universal Plugin Manager Plugin
- Support Tools Plugin
- Atlassian Universal Plugin Self-Update Plugin
These plugins aren't available on Cloud, so I am unsure of how to migrate to cloud as I can't install these plugins on Cloud instance. Any help would be appreciated.

This needs to go to https://support.atlassian.com/contact so they can look at the logs and explain which entity is throwing the errors and how to fix it.
